People pin them up, mark them, carry them around. A 1,200 page project manual gets opened to the section somebody needs, skimmed for products, and closed. I have sat in dispute meetings where four experienced people were arguing about an installation requirement and not one of them had read Part 1 of the section that governed it, where the answer was sitting in a paragraph about quality assurance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is not laziness. Specifications are written in a genre with its own conventions, and nobody teaches the conventions. Estimators learn to find products in Part 2. Project engineers learn to find submittal lists. Field staff learn to find execution requirements. Very few people learn to read a section as a whole and understand what it is actually doing, which is allocating risk through language choices that look like technical description.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This article is about specification literacy. How the project manual is organized, how a section is built, what the four specifying methods do to your risk position, what the standard terms actually mean, how deep reference standards go, and where in Division 01 the unpriced money hides. It is written for contractors, though anyone who has to price, build, or administer from a project manual will find the same conventions at work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you can read a specification section properly, you can price it properly. Most of the cost surprises in commercial construction come from the second half of that sentence being untrue.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What Specifications Do That Drawings Cannot<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A construction specification is the written portion of the contract documents. It establishes the quality, performance, standards, procedures, and administrative requirements for the work, where drawings establish geometry, location, quantity, and configuration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The division of labor between the two is conventional and consistent. Drawings answer where, how many, and how big. Specifications answer how good, made of what, installed how, verified by whom, and documented in what form.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Table 1. Hangers and supports, seismic restraint, grounding and bonding, testing and balancing, commissioning participation, and special inspections all live primarily in specification text. Estimators quantify from drawings because that is where quantities are, so an obligation with no drawing representation frequently gets no quantity and therefore no money.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second is that drawings and specifications can disagree, and the resolution rule is written in a document neither of them is part of. Which brings us to a question worth answering early.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Core Terminology<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Project manual.<\/strong> The bound set of written documents: procurement requirements, contracting requirements, general conditions, general requirements, and the technical sections. &#8220;Specifications&#8221; strictly means the technical sections, though the terms get used interchangeably.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>MasterFormat<\/strong><strong>.<\/strong> The CSI and CSC numbering system organizes specification content into divisions and sections. The 2004 and later editions use a six-digit numbering scheme across 50 divisions, replacing the older 16-division system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Section.<\/strong> The basic unit, addressing one product or work result. Written in the three-part format described below.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Section Format<\/strong><strong>.<\/strong> The convention establishing the three-part structure: Part 1 General, Part 2 Products, Part 3 Execution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Division 01.<\/strong> General Requirements. Administrative and procedural requirements applying across all technical sections. The most consequential division and the least read.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Reference standard.<\/strong> An explanatory external document integrated by citation, for example, ASTM, ANSI, ACI, AISC, SMACNA, or NFPA Standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Specifying method.<\/strong> The technique used to state a requirement: descriptive, performance, reference standard, or proprietary. Each allocates risk differently.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Delegated design.<\/strong> A requirement stating performance and expecting the contractor&#8217;s engineer to produce a solution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Deferred submittal.<\/strong> A design element submitted to the authority having jurisdiction after permit issuance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Or equal.<\/strong> Language permitting substitution of an unnamed product meeting stated criteria. If you read nothing else differently after this article, read those three.<\/th><\/tr><\/thead><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Objectives of Reading Specifications Properly<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Price the whole obligation.<\/strong> Not just the product, but the submittals, the mockups, the testing, the engineering, the commissioning labor, and the closeout documentation.<\/li>\n\n\n\n<li><strong>Identify what is not drawn.<\/strong> Specification-only requirements are the most commonly unpriced category in commercial construction.<\/li>\n\n\n\n<li><strong>Recognize which specifying method applies.<\/strong> The method determines whether you owe a product or a result, and that distinction is the difference between a supply obligation and a performance guarantee.<\/li>\n\n\n\n<li><strong>Find delegated design early.<\/strong> Every trigger carries engineering, a deferred submittal, and usually a special inspection, and the last of the three is the one that surprises people near occupancy.<\/li>\n\n\n\n<li><strong>Interpret conflicts correctly.<\/strong> Knowing the precedence rules and the more-stringent convention prevents both overpricing and unfounded claims.<\/li>\n\n\n\n<li><strong>Read for the right purpose.<\/strong> Pricing, submitting, and installing require reading the same section three different ways.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why Specification Literacy Pays<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Consider two estimators pricing the same mechanical package. Both read the equipment schedules and the drawings carefully. One also reads Section 23 05 29 and finds that hangers, supports, and seismic restraint require engineering by a licensed professional, a deferred submittal to the authority having jurisdiction, and special inspection. She prices the engineering, the submittal effort, and the inspection coordination. The other prices hardware.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neither made an error of arithmetic. One read a document the other skimmed. On an equipment-dense project the difference runs well into six figures, and it appears later as either a claim or a margin loss depending on which side of the contract you are on.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same asymmetry runs through Division 01. Temporary facilities, hoisting, cleaning, waste management, testing coordination, commissioning support, training, attic stock, and closeout documentation are all assigned there, and they are all real cost. A contractor who has not allocated Division 01 obligations to specific trade packages is holding them, whether or not anyone decided to.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th><strong>INDUSTRY INSIGHT<\/strong><br>There is a reliable market signal in how subcontractors bid specification-heavy scope. The bidders whose numbers look low on delegated design trades usually have not read Part 1. They are the sections a contractor reads once, at the beginning, if at all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A practical navigation note: the section numbering itself tells you where to look. Sections numbered 05 in the second pair of digits are typically &#8220;common work results&#8221; for that division, meaning requirements applying across the whole division. Section 23 05 29 is hangers and supports for all HVAC, not for one system. Sections numbered 08 in that position are typically commissioning. Those two conventions alone will take you straight to the two places where cross-cutting obligations hide.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Anatomy of a Technical Section<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Every properly written technical section uses the same three-part structure. Understanding what each part does, and what each part costs, is the core skill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Table 3. Part 2 is the least interesting part of a specification section from a risk standpoint, because product cost is the one thing everybody prices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here is what to look for in Part 1, article by article, since this is where the unpriced obligations concentrate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Summary and related sections.<\/strong> Tells you the section&#8217;s scope boundary and which other sections interact with it. Read the related sections list as a coordination map, because it tells you where the same work result is addressed elsewhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>References.<\/strong> Lists the external standards incorporated. Each one is a contract obligation. More on how deep these go below.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Definitions.<\/strong> Section-specific term meanings that may differ from ordinary usage and occasionally from Division 01. Where a section defines a term, that definition governs within the section.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Administrative requirements.<\/strong> Preinstallation meetings, coordination requirements, sequencing constraints. Each meeting is labor, and preinstallation conference requirements are frequently overlooked in bids.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Submittals.<\/strong> The list, and it is longer than people expect. Product data, shop drawings, samples, delegated design calculations, qualification statements, certificates, test reports, closeout submittals, and maintenance data. On a large trade section this can represent several hundred hours.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Quality assurance.<\/strong> Installer qualifications, manufacturer qualifications, mockup requirements, preconstruction testing, and field samples. Mockups in particular are real money and real schedule, and a mockup that must remain until substantial completion has space and protection implications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Delivery, storage, and handling.<\/strong> Storage conditions that may require conditioned space, which may require temporary conditioning nobody priced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Field conditions.<\/strong> Temperature, humidity, and enclosure requirements that constrain when work can proceed. These interact with the schedule and produce acceleration or delay arguments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Warranty.<\/strong> Duration beyond the base warranty, and whether it is a manufacturer warranty, an installer warranty, or a joint one. Extended warranties carry cost and sometimes require certified installers.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th><strong>FIELD REALITY<\/strong><br>If you give an estimator one instruction about specifications, make it this: read Part 1 of every section in your package before pricing Part 2. On a major mechanical or electrical section, Part 1 obligations routinely represent 3 to 8 percent of the section value, and they are the portion most often at zero in a bid.<\/th><\/tr><\/thead><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Four Specifying Methods and What Each Does to Your Risk<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is the concept that changes how you read a specification, and it is almost never taught explicitly. A requirement can be written four ways, and the method determines what you owe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Table 4. When a section is descriptive, build exactly what it describes and do not improve on it, because deviation transfers performance risk to you. When a section is performance-based, you own the solution, which means you own the engineering, the coordination, and the failure if it does not perform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mixed methods within one requirement are where trouble lives. A section requiring metal stud framing &#8220;as detailed on A-501&#8221; and also requiring a deflection limit of L\/360 has stated the requirement both ways. If the detailed assembly does not achieve L\/360 at the height involved, who pays for the heavier gauge? The answer depends on which method governs, and the document has not said. Flag those during review, because the question is much cheaper to resolve on paper than during a deferred submittal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Table 5. Teams price the engineering, absorb the submittal, and miss the inspection. Special inspection is frequently a condition of the certificate of occupancy, which makes it a schedule risk rather than a cost risk, and schedule risks on commercial work carry liquidated damages.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Language Conventions and Defined Terms<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Specifications use ordinary words with contractual meanings. Reading them as ordinary English produces predictable errors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Table 6. A common hierarchy puts modifications and addenda first, then the agreement, then supplementary conditions, then general conditions, then specifications, then drawings. Do not assume; read it, because some owners invert the specification and drawing order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>More stringent governs.<\/strong> Most manuals state that where requirements conflict, the more stringent applies. Sections list required submissions in as many as four separate articles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the superintendent: read the examination and preparation articles in Part 3 for each trade before it mobilizes. They usually contain an obligation to accept or reject the preceding trade&#8217;s work, and accepting a defective substrate transfers the defect to your trade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the project engineer: inventory every reference standard cited in your major sections and obtain the ones that carry qualification or testing requirements. Welding, concrete, ductwork, and air barrier standards are the usual candidates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For field leadership generally: a conflict between documents is an RFI, not a decision. Say it in a toolbox talk, and say why, because the duty-to-notify provision is the reason and almost nobody in the field has read it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the owner or owner&#8217;s representative: ask your contractor for the delegated design register and the Division 01 allocation at buyout. Whether those two documents exist tells you a great deal about how carefully your project manual was read.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Where This Leaves You<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Specifications are not difficult reading. They are unfamiliar reading, written in a genre with fixed conventions that nobody explains, which produces the odd situation where experienced construction professionals confidently misread documents they have handled for decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conventions are learnable in an afternoon. Three parts to a section, with the obligations concentrated in the part people skip. Four specifying methods, each allocating risk differently. Reference standards that go deeper than they appear. Division 01 applying to everything and read by almost no one. Defined terms that look like ordinary words.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Start with two actions. Read the precedence and definitions provisions on your current project and circulate a one-page summary. Then extract Division 01 and allocate every obligation it creates.
