Risk assessment is the structured process of identifying potential problems on a construction project and evaluating each one’s likelihood and potential impact, so that limited attention and resources can be directed toward the risks that actually matter most rather than spread evenly across every concern regardless of severity.
A useful risk assessment doesn’t stop at simply listing concerns. It ranks them, typically along two dimensions: how likely this is to actually happen, and how bad it would be if it did. A life safety issue with even moderate likelihood generally outranks a cost overrun with high likelihood but modest financial impact, because the consequences of getting a life safety issue wrong are categorically different from a budget variance, even a substantial one.
Reports on the assessment of construction risks tend to focus on a common set of issues. These tend to be potential life-safety violations, significant long-lead-time purchases, gaps in the work scope definition, uncertainties caused by existing site conditions, and unknown unknowns that are typically covered during renovations and only revealed during excavations.
One-time risk assessments that are conducted at the beginning of a project are of little value, as the newly identified risks become important to the project, while some of the previously known risks are eliminated from the project. Risk assessments have to be performed several times before the project starts and throughout the later stages of pre-construction work.
It is recommended that the risk log be reviewed on a schedule at major design milestones and again when construction begins. Instead, most review the log when requested to document discussions of newly identified risks. Scheduled review catches risks that have quietly resolved and can be closed, while also identifying new ones introduced by the project’s development since the last formal look.
Involving field staff directly in risk assessment, not just office-based preconstruction and project management personnel, tends to surface risks that a purely document-based review misses. Drawings and specs provide little to no insight into where problems are most likely to arise, and similarly experienced people know this. Excluding such insights from the assessment leaves a major concern unaddressed. In most cases, field leadership can cite concerns that a strict review of related documentation will not capture during a brief discussion before finalising a risk assessment.
