Submittal review is the process by which a design team assesses a contractor’s proposed material against the project requirements by analyzing submitted product data, shop drawings, and samples.
Reviewers evaluate a submittal by considering several dimensions simultaneously to determine whether the product meets the requirements. Does the proposed product meet the cited manufacturer, an approved substitute, meet the stated criteria, and is consistent with any drawing details shown on the drawings?
The specification language may not fully capture the drawing detail, and therefore some elements may go unspecified. Turnaround time for submittal review carries real schedule weight, and most contracts specify an expected response window, commonly 10 to 15 business days, depending on the specific agreement. A design team that consistently exceeds that window, across many submittals rather than just an occasional complex one, effectively becomes a schedule risk in its own right, since procurement for a given item generally can’t proceed confidently until approval is in hand.
Review quality matters as much as speed, and the two occasionally trade off against each other under deadline pressure. A rushed review that misses a genuine compliance issue can be more costly than a slightly slower one that catches it, since the alternative to catching non-compliance during review is discovering it after the material’s already been ordered or, worse, installed, at which point the cost of correction has already climbed well past what a careful review cycle would have cost in time.
